Municipal Health & Safety Board approves strategies to prevent spread of COVID-19 over Spring Break and Semana Santa
In order to safeguard the life and integrity of residents and visitors, and as part of the strategy of continuing to oxygenate the economy according to the “Peñasco se Activa” plan, members of the Municipal Health and Safety Council approved new preventive measures and protocols for the holiday period of Spring Break and Easter 2021, to reinforce the work being carried out to mitigate the contagion by COVID-19 at this start of the tourist season.It comes into force from February 26 to March 14, in the Spring Break holiday period, as well as from March 29 to April 4 during the Easter holiday period, after this period the protocols will return as before defined.
Among the agreements, there is the extension of the mandatory home security hours for Spring Break and Easter, prohibition of contracting musical groups and music programming in tourist areas such as El Malecón, Calle 13, Playas and the like, as well as the application of the current preventive protocols such as the mandatory use of face masks, frequent hand washing, application of antibacterial gel, digital thermometers, mats and sanitizing tunnels, ozonators, allowed gauges, among other regulations already defined.
The secretary of the City Council, Terencio Gutiérrez Valenzuela reported that, prior to this session, several meetings to approach and consensus were held with the Puerto Peñasco Convention and Visitors Bureau (OCV), Puerto Peñasco National Chamber of Commerce (CANACO) , Musicians Union, hotel union, restaurants and bars, tourist service providers, fast food establishments (Fixed and Semi-fixed), Markets, Super Markets, Groceries, Self-Service Stores and Similar, etc.
Finally, he recalled that, there are more than 3,000 letters of commitment signed by all those who joined the economic reactivation during the Covid-19 pandemic, so those who fail to comply will be subject to calls for attention, fines and sanctions, as well as temporary closure of the establishment or operating license.
In addition to health protocols already in effect across town, including use of masks in public and social distancing, these approved measures will be in place from February 26 – March 14th, and again from March 29th – April 4th.

Spring Break & Semana Santa 2021 Health Protocols in Rocky Point
General health prevention measures already in place (mandatory use of masks in public, reduced capacities in establishments, social distancing) remain in effect.Unanimous approval of the preventive and security measures established for the Vacation Period of Spring Break and Easter Week 2021 in the Municipality of Puerto Peñasco, Sonora; being the following:
For all residents, visitors and the general population, all security and prevention measures against the contagion and spread of the COVID-19 Virus, previously established by the Health and Safety Council, remain in force.
Hours for Activities / Curfews during Spring Break period (Feb. 26th – March 14th) and Semana Santa (March 29th – April 4th)
- Monday – Thursday – Curfew from midnight – 6 a.m
- Friday – Sunday – Curfew from 1 a.m. – 6 a.m.
Hotels, motels, condos, rentals, resorts
- Hotels and motels – maximum capacity 60%
- Condos, villas, and similar lodging facilities – maximum capacity 80%
- Rental homes (not in resort complex) – maximum capacity 100%
Restaurants / Bars
- General safety and prevention measures in effect
- Curfew hours in effect (indicated above). Hours for sale / consumption of alcoholic beverages is subject to the Sonora Alcohol Office
- In closed spaces – maximum capacity 50%
- In open air spaces – maximum capacity 60%
- May contract live music, preferably local
Beaches – Playa Hermosa, Playa Bonita, Mirador, Mi Playa, and La Cholla ADHERE TO MEASURES ESTABLISHED BY ZOFEMAT (Federal Maritime Land Zone office)
- Beach Hours 6 am – 7 pm
- All access spots to be open
- Sanitizing tunnel to be installed at main access point to Playa Hermosa
- NO GLASS BOTTLES, GRILLS, CAMPFIRES
- Rental tents to be spaced out – max 10 people per tent
- No installation of beach bars / stages / contracting music groups
- Masks to be worn when accessing beach and/or interacting with vendors
- PETS MUST BE ON LEASH AND INDIVIDUAL RESPONSIBLE FOR CURBING THEIR PET
Sports fishing and boats for tourism
- Recreational fishing – maximum capacity 80%, including crew
- Tourism boats – maximum capacity 60%, including crew
- Restricted access to tourism boats for children under 12 or adults over 65
Malecon area

- Curfew hours in effect (indicated above). Hours for sale / consumption of alcoholic beverages is subject to the Sonora Alcohol Office
- Alcohol sales and set up of beer tents to sell along public area is prohibited
- All businesses and restaurants in the “Malecon” area must adhere to these rules
Event / meeting halls:

Businesses / Churches
- Health protocols remain in effect as10.- All the preventive and security protocols established against the contagion and spread of the COVID-19 Virus remain in force, as well as the provisions of the Commitment Letter ratified by the Municipal Economic Development Directorate, for the different Business Lines and Centers of Worship.
It is established to reinforce all the preventive and security protocols established against the contagion and spread of the COVID-19 Virus, in Hotels, Motels, Condominal Areas, Restaurants, Bars and all Commerce and Tourist Services Providers in general; in case of omission or non-compliance, they may be entitled to a sanction or temporary and / or permanent suspension of the establishment.
Unanimous approval of the proposal to encourage and / or invite the Hotel, Condo and similar Sectors, Restaurants and all providers of Tourist Services in general; to make a 5% discount to all visitors and / or customers who present a recent negative test of COVID-19 and / or proof of the application of the vaccine against the virus in question.
Unanimous approval of the proposal made before the Municipal Secretary, by the representatives of the different Self-Service Commercial Chains of this City, to extend the service to its original schedule to 24 hours
